A state document is first certified by the Secretary of State of the state that issued or notarized it, a federal document goes straight to the U.S. Department of State, and the U.S. Department of State authentication is then legalized by the Embassy of Nigeria in Washington, DC. The receiving office in Nigeria decides which documents it needs, so confirm that with it first.
