An authorized representative, not a notarization.
Completing Form I-9 for an employer is not a notarial act. A notary who acts as an authorized representative does so for the employer, not as a notary, so no notary seal or stamp goes on the form.
The employer remains responsible for the Form I-9, including any mistakes its representative makes. The employee chooses which acceptable documents to show; we cannot ask for specific documents, and we do not give immigration advice or judge immigration status.
Employers enrolled in E-Verify may be able to examine documents remotely under the DHS alternative procedure. For current rules, see USCIS I-9 Central.

Form I-9 questions.
Can a notary notarize Form I-9?
No. Form I-9 is not notarized. A notary can act as the employer’s authorized representative, but that is not a notarial act, and no notary seal is placed on the form.
Which documents should I bring?
You choose which documents to present from the Lists of Acceptable Documents on Form I-9: one from List A, or one from List B and one from List C. We cannot tell you which documents to bring.
Can you do it remotely?
We examine documents in person. Employers enrolled in E-Verify may be able to use the DHS alternative procedure to examine documents by video themselves. Ask your employer which method it uses.
Is every notary allowed to complete Form I-9?
Only when an employer chooses that person as its authorized representative. Being a notary does not by itself authorize anyone to complete Form I-9.
